According to the latest reports in the U.S. media, U.S. Secretary of Commerce Raimondo expressed her views on U.S. chip exports to China on September 3 on CNN's "State of the Union" program. She emphasized that the United States will continue to supply chips to China, but at the same time made it clear that it will not provide China with the best chips. This position is consistent with a series of chip export control measures previously taken by the United States. China has previously raised objections to this practice on several occasions, arguing that it is inconsistent with the principle of fair competition, violates international economic and trade rules, causes damage to the legitimate rights and interests of Chinese enterprises, and may affect the interests of U.S. enterprises.
During the program, Raimondo said the U.S. will never sell top-of-the-line AI chips to China. She also noted that the United States is expected to build a world-leading semiconductor ecosystem by 2030, especially in the field of semiconductor design and software. Currently, the U.S. imports large quantities of semiconductor chips used in the manufacture of high-tech products, many of which come from China and Taiwan. Raimondo has previously called for a reduction in the reliance on chips from China and Taiwan, emphasizing that this reliance is unsustainable and potentially risky.
Notably, U.S. Commerce Secretary Raimondo visited China at the end of August, during which she visited Beijing and Shanghai. During her visit to China, Huawei unveiled its new Mate60 series of cell phones, a move that sparked widespread concern. The event sparked concerns that U.S. sanctions have not prevented China from making progress in key technology areas, but have instead prompted it to work harder to develop alternative technologies, confirming previous warnings from some U.S. chipmakers.
